Dr. Philip Wayne Lucas was born in Norfolk, Virginia on August 25, 1957 and passed away Saturday, August 31, 2019. Dr. Lucas was a resident of New Carrollton, Maryland.

Dr. Lucas was educated in the Norfolk Public Schools, graduating from Booker T. Washington High School in 1975. He furthered his education at Norfolk State University where he obtained a Bachelor of Social work and a Master of Social Work Degrees. He received a Doctor of Social Work Degree from International University for Graduate Studies, Basseterre, St. Kitts, WI.

Dr. Lucas, LICSW, LCSW, ACSW was a consultant, trainer and psychotherapist with more than 30 years of direct practice and administrative experience. Licensed as a clinical social worker in the District of Columbia and Florida, Dr. Lucas was the owner and founder of Clinical/Administrative Services and Training, PLLC. He contracted with many domestic and international organizations. His work included: clinical supervision and consultation, quality assurance, professional ethics, disaster and trauma, grief and bereavement, mental health, child welfare, sexuality, substance abuse, suicide prevention, forensics and organizational development.

Dr. Lucas was a university professor for two decades serving as Adjunct Associate Professors at Howard University School of Social Work; Trinity University DC School of Education Clinical Counseling program and The George Washington University School of Public Health.

As an educator and therapist, Dr. Lucas had a long history of work in the area of grief, loss and bereavement. He provided board-approved continuing education trainings for health and mental health professionals on a variety of subjects. He had extensive experience working with diverse populations impacted by trauma and disaster. He was a consultant (Disaster Behavioral Health expert) with the Substance Abuse and Mental Health Services Administration’s Disaster Technical Assistance Center and a Red Cross Disaster Mental Health volunteer, certified to work with military families. He held a national certification in Transgender care. Dr. Lucas was a member of several local and national boards. He was the immediate past Chair of the Mayor’s Advisory Committee on Child Abuse and Neglect, Washington, DC. In 2011, Dr. Lucas received the Educator of the Year Award from the National Association of Social Workers, D.C. Metro Chapter and was also a previous Lifetime Achievement Award recipient. He was passionate about helping individuals, groups and families impacted by loss and trauma and about educating helpers on the long reaching impact of loss.

Dr. Lucas was an active member of St. Teresa of Avila Catholic Church in Washington, DC and a lifetime member of The Basilica of Saint Mary of the Immaculate Conception in Norfolk, VA.

Dr. Lucas is predeceased by his mother, Madeline J. Lucas. He is survived by his brothers, Lloyd L. Lucas, Jr. and Gordon R. Lucas, Sr. (Tina). He leaves to cherish his memory, numerous family members, friends and colleagues. Most of all, Dr. Lucas will be missed by his constant companion, Grady Jake, his beloved Border Collie/Poodle.

Farewell my friend. I remember when we were just kids in the Young Park housing development. I remember your mother. I remember us marching in the band at Booker T. Washington High School. Phillip was a great person who gave so much of himself to the world and helped so many people. He was a one of kind person. There will never be another Dr. Phillip Lucas. Your Childhood friends, your classmates thank you for making the world a better place. "If I can help somebody, as I pass along
